A Regional Overview of Wafer Manufacturing in Singapore

On an island of 720 square kilometres, Singapore has built one of the most consequential semiconductor manufacturing ecosystems in the world, producing approximately 5% of global wafer fab capacity, more than 10% of global semiconductor output, and around 20% of global semiconductor equipment production. 

These are not numbers that happen by accident on a land mass roughly half the size of London. They are the result of five decades of deliberate industrial policy, sustained infrastructure investment, and a strategy of making Singapore indispensable to the global semiconductor supply chain. 

Singapore’s semiconductor sector directly contributed approximately 7% to the national GDP in 2024, with the broader electronics sector, including semiconductor equipment manufacturing, accounting for over 20% of the country’s total manufacturing output. 

The semiconductor industry employs more than 35,000 professionals in Singapore, with nine of the top 15 semiconductor firms worldwide having operations on the island. 

Understanding why Singapore has achieved this position, and where the industry is heading, matters for anyone operating within the regional semiconductor supply chain.

Why Singapore

The foundations of Singapore’s semiconductor industry were laid in the 1970s and 1980s, when the government made a deliberate decision to position the country as a precision manufacturing hub rather than competing on labour costs alone. That decision shaped the regulatory environment, the educational system, and the infrastructure investment priorities that define the industry today.

For example, wafer manufacturing requires stable power and water supplies. To ensure consistent production, Singapore’s wafer fab parks are not located near MRT stations or other heavy industrial areas.

This level of infrastructure planning, designing industrial zones around the specific operational requirements of semiconductor manufacturing, is characteristic of Singapore’s approach. 

The city state’s network of more than 25 free trade agreements further reinforces its position. Companies use Singapore as a neutral export base to navigate US–China trade frictions while remaining compliant with evolving export-control regimes. 

In a period of intensifying geopolitical pressure on the global semiconductor supply chain, this neutrality is a structural advantage that is difficult to replicate elsewhere in the region.

Government Strategy and Investment

The Singapore government’s role in the semiconductor industry goes well beyond standard industrial policy, functioning as an active co-investor in the ecosystem’s long-term competitiveness.

To foster research, development, and innovation, the Singaporean government committed S$25 billion broadly across science and technology sectors under its RIE2025 plan, which heavily supports the semiconductor ecosystem. 

A Refundable Investment Credit introduced in the 2024 Budget provides up to 50% support for qualifying expenditures including manpower costs, professional services, materials, and capital expenditure, a meaningful incentive for the capital-intensive investments that wafer fabrication requires. 

Singapore has attracted more than S$30 billion in semiconductor investments over the past four years. Central to this effort is Singapore’s Research, Innovation and Enterprise 2030 plan, which commits S$37 billion to research and innovation.

On the infrastructure side, JTC Corporation announced an 11% increase in land allocation for wafer manufacturing, adding approximately 30 hectares to bring the island-wide total to a new high. A new industrial park in Eastern Singapore,  featuring dedicated roads for large equipment transport and new utility pipelines, is designed specifically to accommodate the next generation of fab investments.

Research, Innovation, and the Talent Pipeline

Singapore’s long-term position in wafer manufacturing depends not only on attracting investment but on sustaining the technical capabilities that make the country a credible home for advanced semiconductor work.

Institutes under Singapore’s Agency for Science, Technology and Research (ASTAR), including the Institute of Microelectronics and the Singapore Institute of Manufacturing Technology, specialise in IC design, advanced wafer processing, semiconductor packaging, nanotechnology, and materials innovation. 

In September 2024, ASTAR and Applied Materials jointly launched a new lab focused on developing cost-effective solutions for Singapore’s chip ecosystem, a collaboration that places leading-edge process research directly within the national innovation infrastructure.

The talent pipeline receives equivalent attention. Singapore’s semiconductor workforce exceeds 35,000, with the government investing actively in talent development including integrated circuit designers to support the industry’s future growth needs. 

In 2024, GlobalFoundries, Micron, STMicroelectronics, and A*STAR’s Institute of Microelectronics signed MoUs with the Institute of Technical Education to offer student internships, staff training, and collaborative projects. 

More recently, the Singapore Semiconductor Industry Association signed a Memorandum of Understanding with NTUC LearningHub to support workforce transformation, covering mid-career transitions, foundational semiconductor knowledge for new entrants, and training in areas including agentic AI, AI-driven robotics, automation, and process excellence.

The Broader Regional Context

Singapore’s semiconductor industry does not operate in isolation. It sits at the centre of a regional supply chain in which Malaysia, Thailand, the Philippines, and Vietnam each play important roles, primarily in assembly, testing, and packaging, while Singapore anchors the higher-value wafer fabrication and advanced packaging segments.

In 2024, Taiwan exported close to USD 40 billion of semiconductors and semiconductor parts to ASEAN countries, with close to 80% going to Singapore and Malaysia. This flow of components reflects Singapore’s role not just as a manufacturer but as a logistics and supply chain hub for the broader region, receiving upstream inputs and distributing finished or semi-finished semiconductor products across Southeast Asia and beyond.

The global semiconductor market is projected to expand from USD 600 billion in 2024 to nearly USD 980 billion by 2029. Singapore’s position within that growth, as a politically stable, infrastructure-rich, technically capable manufacturing location that is neither Taiwan nor China, makes it a structurally important node in the supply chain diversification that the industry is actively pursuing.

The Singapore semiconductor market is forecast to grow from USD 70 billion in 2025 to USD 118 billion by 2033, expanding at a compound annual growth rate of 6.8%. The pipeline of committed investments, across wafer fabrication, advanced packaging, and R&D infrastructure, suggests that this trajectory is well-supported by capital already in motion.

The expansion of wafer manufacturing capacity across Pasir Ris, Tampines, Woodlands, and the new Eastern Singapore park will generate sustained demand for the equipment, tooling, materials, and services that fabs require. 

The integration of AI-driven automation and fully automated material handling systems in new facilities like VSMC points to the increasing technical sophistication of what Singapore’s semiconductor sector demands from its supply chain partners.
